What is the best way to write a debt validation letter/pay for delete letter in one?

The debt is mine, The collection agency is not on my credit report,the amount is not correct, I live in MN where the collection agency is not licensed to collect debt (I called dept of commerce they told me that)the debt is a credit card from 2006. I want them to send a validation letter,but i also want to offer a settlement/payment.
