How can I settle a very old debt when I don’t know what collection agency holds it?

About 13 years ago I incurred a debt with a university. I need to take care of it so they’ll release my transcriptions. The only information they have about the debt is the amount and the agency who originally held the debt. This agency is now defunct. What do I do if it’s no longer on my credit report?

If they can’t provide the name of the agency that currently holds the debt then they can’t prove you didn’t pay it yet. If they have lost track then there is nothing they can do but release the transcripts short of giving you the name of the party that you owe the debt to or collecting themselves.
Unless this loan with the school was insured by the federal government then this debt is no longer legally collectible. The burden is on them to show you owe the debt and who you owe it to.

It makes no difference what collection agency has the debt. Paying the collection agency will not get your transcripts released.
Call the university. You are going to have to work out some kind of payment arrangement with them to get those transcripts released. If they won’t work with you, you just won’t get the transcripts.
